📢 HM Land Registry Work to Rule Action – What It Means for You 🏡⏳
In January 2025, HM Land Registry staff initiated a ‘work to rule’ action in response to a mandate requiring employees to work in the office three days a week. ‘Work to Rule Action’ is a form of industrial action in which employees perform their duties strictly to the letter of their contract (that is, refusing to take on any additional duties), the aim being to slow down production or otherwise disrupt the employer’s business.
The Public and Commercial Services (PCS) union, representing nearly 4,000 Land Registry employees across 14 offices have expressed concerns that this action could significantly impact the organisation’s ability to deliver services.
The Land Registry is already dealing with substantial backlogs, with some property registrations reportedly taking up to 24 months to process and the ‘work to rule’ action is only expected to increase these delays. This situation is particularly concerning as it coincides with an anticipated surge in transactions ahead of upcoming Stamp Duty changes scheduled for April 1, 2025. Buyers and sellers aiming to complete deals before the new tax regulations take effect may face additional challenges due to the prolonged registration process.
As the situation develops, property buyers, sellers, and industry professionals are advised to stay informed about potential delays and consider proactive measures to mitigate the impact on their transactions. This may include initiating property dealings earlier than planned or exploring options for expediting applications when possible.
